Learn more Service Competitive Pay scale & grade GS 14 Salary $121,316 to $157,709 per year Appointment type Permanent Work schedule Full-Time Duties SummaryAs a Contract Specialist (Team Lead) for the Acquisition Division, Office of Mission Support (OMS), Veterans Benefits Administration (VBA) in Washington, DC you are responsible executing procurement and acquisition functions in direct response to VBA requirements and implementation of goals and objectives. Other duties include being responsible for acquisition pre-award and post-award functions over the micro-purchase threshold in support of the VBA.Responsibilities Duties include, but are not limited to:Performing team lead duties and responsibilities.Timely and compliant acquisition of goods and services to meet the mission of the VBA Central Office program customers.In the absence of the supervisor, the incumbent may be required to serve as acting supervisor.The Team Lead may be delegated well-defined authority to approve leave, travel, etc.May be called upon to assist the supervisor with recruitment and staffing efforts.Resolves simple, informal complaints from employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official.Team Lead informs the supervisor of performance management concerns/issues andrecommends related actions, such as, but not limited to workload, reassignments, promotions, tour of duty changes, peer reviews, conduct, and performance appraisals.Communicates assignments, develops strategies to accomplish assignments, andestablishes milestones and deadlines based on instructions and expectations from the supervisor.Monitors work assignments and workload during all phases of the process to ensure requirements are met. Conducts team meetings to update members on workload, best practices, and continuing expectations.Provides quality customer service, including interacting with customers, answering customer inquiries, and effectively handling customer complaints.Required to assist team members with customer service issues, particularly when team members are not able to manage customer complaints or conflicts.Serves as a coach by providing training to the team, establishing standard operatingprocedures, assisting team members with unusual or difficult tasks/assignments, performing spot checks on completed work, and working with the team and individual members to identify areas of improvement by providing solutions for success.Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.Answers team member questions, helps with team member problems, and oversees work for quality and guideline compliance.Oversees, generates and shares comprehensive and detailed reports about team performance, workload, mission-related objectives, and deadlines.Serves as an advisor to management on the full range of all procurement matters to support VBA's mission and represents VBA as a subject matter expert at interagency/intra-agency conferences, meetings and other forums. These may include both public and private sector participants.Conducts reviews of contract files in the Electronic Contract Management System (eCMS) to assure all required contract documentation has been completed, and maybe be required to participate in Contract Review Boards (CRBs) and conduct second level reviews for field staff.Defines or assists in defining areas in which to conduct vulnerability assessments including assessments of contract administration/management systems, practices and procedures.Leads evaluation teams or established Contract Review Boards (CRB) when the contract value or complexity requirements are such, where applicable by providing guidance to subject matter experts to ensure that selection recommendations align with solicitation needs.Determines price reasonableness for all awards and contractor responsibility where applicable.When serving as the Contractor Officer, the incumbent makes final source selection decision or makes recommendation with supporting rationale to the cognizant Contracting Officer.Plans and conducts to post-award conferences when necessary to assure understanding of contractual requirements.Establishes work schedule with contractor and tracks progress, developing and maintaining systems to evaluate performance related to delivery and cost.Identifies potential problem areas and initiates remedial action. Responsible for effective use of government furnished property. OR you must show proof in your application that you can obtain a FAC-C Level III Certification within one year of assuming the position. You must submit proof in your application (i.e. Certificate, Transcripts, Verifying letter/reference) or you will be rated ineligible. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level.To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). See the required documents section for more information.If you are requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14and the promotion potential of your current position must be at least GS-14.Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) experience in or directly related to acquisition post-award contract file reviews and provides recommendations for process improvement (2) Candidate must have experience ensuring compliance and utilization of Department Acquisition Systems. (3) Also, experience leading and training others in acquisition related work and processes. (4) Such experience is to be substantive and relevant and may have been gained as a Contract Specialist or Procurement analyst.Individual Occupational Requirements: In conjunction with the Specialized Experience and Time-in-Grade requirements listed above, applicants must also meet the Individual Occupational Requirements for Contracting Specialist Series GS-1102 per the OPM Operating Manual for Qualification Standards for General Schedule Positions.Applicants must clearly demonstrate in their application how the standards are met.GS-13 and Above:(A) Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND (B) A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.(C)Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.(D) Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Typically, the employee may sit comfortably to do the work.
